Share Initiative

The Oregon Health Authority (OHA) developed the Supporting Health for All through Reinvestment, or SHARE Initiative, to implement the legislative requirement of House Bill 4018 (Oregon Legislature, 2018) which aims to address Social Determinants of Health (SDOH).  The SHARE Initiative began in 2021.  The primary goals are to: (1) Safeguard public dollars by requiring that a portion of Coordinated Care Organization’s (CCO’s) profits are reinvested in their respective communities; and, (2) Improve member and community health by requiring reinvestments go toward upstream factors that impact health(for example, housing, food, transportation, educational attainment or civic engagement).

The SHARE Initiative includes the following program requirements:

Requirement 1: Spending must fall within social determinants of health and equity (SDOH-E) domains and include spending toward a statewide housing priority.

Requirement 2: Spending priorities must align with community priorities from community health improvement plans (CHIP).

Requirement 3: A portion of funds must go to SDOH-E partners.

Requirement 4: CCO’s must designate a role for their community advisory councils (CAC’s) related to SHARE Initiative spending decisions.

Advanced Health 2025 SHARE Investment Summary

SHARE Investment Process

Advanced Health works collaboratively with both Coos and Curry Community Advisory Councils (CAC’s) and Advanced Health’s board of directors to select and award projects.

Partner selection and Community Advisory Council (CAC) role:

Advanced Health works with both Coos and Curry CAC’s to choose priorities that align with each counties CHP priorities. A CAC subcommittee reviews project applications, and selected projects then are reviewed and approved by both the Coos and Curry CAC’s, and sent to the Advanced Health Board of Directors for final approval and award.

Priority Areas

Priority areas were chosen from both the Coos and Curry CAC’s.  All priority areas align with each county’s community health improvement plan (CHP).  The following priority areas were chosen:

Coos County Priorities:

  • Housing
  • Nutrition
  • Stigma/Prevention

Curry County Priorities:

  • Housing
  • Nutrition
  • Childcare

2025 SHARE Investments

Housing Projects

Funds for Powers Integrated Housing Project will help with site development and increase housing.

Funds for AYA will be used for direct client housing assistance.

Funds for Anchor Point will be used to expand the Anchor Point Campus in Gold Beach.

This project will help with the acquisition of travel trailers for supported housing in Curry County and help fund administrative costs to support the project.

Nutrition Projects

Brooking Harbor will use funds to expand access to fresh fruits, vegetables and other healthy foods helping families make nutritious choices and improve overall well-being.

This project will use funds to provide balanced breakfasts and daily snacks for children attending their program.

Compass Outreach will use these funds to provide weekly hot meals for unhoused individuals.

Beet Food Systems will support three community projects with these funds:

  • Coos Bay Library Community Fridge program, which provides food, including locally produced food, to any community member in need.
  • The Bandon Farm to Families project hosts fall events, passing out free locally grown fruits and vegetables to Bandon Youth Center families and the larger community.
  • Food System Education workshops provide hands on experience to gardening and participants are sent home with free resources.

Stigma and Prevention Projects

These funds will be used to support Coos County Foster Parents’ annual family camp.

Every Child Coos County will use these funds to support the Trust-Based Relational Intervention training to equip foster families, kinship caregivers, biological parents, and community volunteers training and engagement opportunities that strengthen attachment, reduce caregiver stress, and promote child well-being.

These funds will support South Coast Equity’s reproductive justice and gender affirming care program as well as support and materials for their community engagement specialist.
